Harmonization as applied to power supply company does not mean that they should all follow the same procedures, but that they should aim to meet the same general requirements, and their results should be comparable. This research aims to determine main factors influencing implementation of ISO 14001 series in a comparative and criticizing scope and reciprocal of the standards to each other. In addition to evaluate relationship of influencing factors for implementing ISO 14001. Although most of the text applies to the monitoring of internal and external factors effecting the implementation of ISO 14001. Accreditation and approval of environmental management will be of relevance in the process of harmonization of individual monitoring within the ISO 14001. In this regard, the main question of the magnitude and effect of delays, as well as the first step in controlling the delays of each project, is to identify the causes of the time lag of the project. In order to achieve this goal, the information and documentation of sewage networks of Iran - Tehran city (except for projects of main lines of sewage and refineries) has been used during 2011-2017. This study is a descriptive study (case study, survey and library) and the community studied by observers and contractors. For this purpose, all causes of delays in urban projects are identified and classified and the impact of each factor has been determined. Then, the variables have been evaluated using the method of dynamic system and Vensim software in order to influence of factors in the incidence of delays. As a result, the research shows that the total project delays are (respectively, the highest) in the first scenario (baseline) at the end of the 24 months (project completion period) for 140 days, in the fourth scenario for 126 days, in the third scenario for 83 days and in the second scenario for 53 days and the effect of changing the identified factors is examined. This paper aims to develop a prediction model for building construction projects cost in India utilizing support vector machine (SVM) analysis. Complete 78 datasets of building construction projects were gathered from the Mumbai region of India for the development of the cost predictive model. The linear, Radial Basis Function (RBF), Polynomial, and sigmoid kernel function are applied for the development of the SVM model. The results of the developed Epsilon-SVR RBF kernel function-based SVM model show that better performance over the other models. The straight connection between actual construction cost and the predicted cost was likewise characterized by the coefficient of determination (R2), which was 94.29% along with the lowest error criteria.
